Programme Specialist / Development

Duties and Responsibility:

1. Programme/ Project Management

  • Manage public funded projects, esp. in East and Southern Africa

  • Monitor quality implementation of grants at the country level in line with donor rules and regulations

  • Oversee programme quality and compliance in line with donor regulations

2. Resource mobilization and liaison with BMZ, EU, UN Agencies and other donors

  • Lead and/ or support development of concept notes and proposals aligned and coordinated with country offices for various donors

  • Share knowledge and enhance organizational learning among Plan International offices through the development and use of on-line tools, templates, tips, mechanisms and guidelines

  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management)

3. Build trust and effective relationships with Plan International country offices

  • Advise and support country offices and field offices on strategic partnerships and resource mobilization procedures and guidelines as well as funding modalities

  • Undertake support and monitoring visit to develop joint project ideas and provide support to country offices in grant management

4. Engage in strategic discussions and technical networks and working groups at Plan Germany and the Plan International Federation

  • Liaise with colleagues to advance technical excellence in the areas of youth economic empowerment and sexual reproductive health and rights

  • Engage in national and international networks to ensure up to date knowledge and entry points in the area of expertise

  • Oversee and lead the development of lessons learnt and knowledge management products

Required Skills and Experience:

Education

  • Master’s degree or equivalent in development policies, social sciences, international relations, communications, women’s studies, or a related field is required.

Work Experience

  • At least 5 years of progressive relevant professional work experience at the national or international level, particularly in strategic partnerships
  • At least 2 years work experience in Africa, Asia or Latin America
  • Proven experience in programme management and resource mobilization with BMZ, EU and or UN agencies
  • Knowledge of BMZ, EU and / or UN Agency rules and regulations (donor compliance)
  • Working in inter-cultural settings successful
  • Technical experience in the areas of sexual reproductive health and rights and / or youth economic empowerment
  • Past experience working in international cooperation with an international NGO or UN agency

Language Requirement

  • Fluency in English is required
  • German is an asset
