Strategic office context :

  1. UNICEFs current objectives in that particular office/division;

The Education Specialist is based in MENA Regional Office supporting the realization of the education sector work plan as well as the Whole of Syria Coordinator. The Specialist reports to both the Regional Education Adviser and the Senior Emergency Specialist of the WoS, who are both at level 5.

Whole of Syria (WoS) approach, a unique humanitarian coordination mechanism for the complex context of Syria, was established in 2014, following UN Security Council Resolution 2139, which allowed cross-border operations from Turkey and Jordan into the North and South of Syria. The WoS coordination architecture, led by the UN Office from Coordination of Humanitarian Affairs (OCHA), was established to ensure strategic and operational coherence in the delivery of humanitarian assistance across government and non-government held areas by a variety of different stakeholders, coordinated mainly through 3 Hubs (Damascus, Syria, Amman, Jordan, and Gaziateop, Turkey).

The education section in MENARO supports, technically, the education response of the WoS and provides technical leadership in the area of education in the region.

  1. The specific role of the positions section in contributing to their achievement;

The role of the WoS Education coordinator is to provide support to the Hubs by facilitating WoS analysis, planning and reporting and ensuring coherence and harmonization of standards across the three Hubs education activities.

Under the overall managerial guidance of the Whole of Syria (WoS) Senior Advisor and technical orientation and guidance of the Regional Advisor, Education (double line of accountability), the specialist provides technical leadership and support to programming for education in emergency and protracted crisis context at country and regional level, with a focus on the Syria crisis, and Education Sector coordination co-leadership for Whole of Syria.

How can you make a difference?

Purpose for the job:

In line with the above, the specialist coordinates and co-leads the education response under the WoS mechanism, across the various coordination hubs, supporting response to Syrians. This is in close collaboration with the Save the Children co-lead and the hubs in Gaziantep and Damascus and Working Group in Northeast Syria (NES) to ensure a coordinated, timely and accountable education response inside Syria. In addition, the specialist provides quality technical inputs and guidance to advance UNICEFs education response in crisis affected countries. Such a response aims at consistency and coherency of humanitarian and development approaches to ensure children affected by crisis are provided with opportunities to (re-) engage in learning, building on evidence, lessons learned and testing out of new ideas (innovations). The specialist promotes cross-sectoral and integrated programming, addressing key barriers for children (related to protection issues and livelihood concerns) to remain in learning aimed at better and sustained results for children affected by crisis. The specialist contributes to achievement of concrete and sustainable programs/projects results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework. The specialist promotes critical thinking and innovative approaches and good practices for better and sustained results for children affected by crisis through advocacy and technical advisory services.

Key functions, accountabilities and related duties/tasks:

1) Co-lead of the education response under the WoS mechanism (50%):

  1. Sector/cluster coordination. Support the Education sector/cluster coordination mechanism and inter-sectoral coordination as per IASC Global Cluster guidance for Whole of Syria and for Northeast Syria cross border. Represent the WoS education sector/cluster in the monthly Inter-Sector Cluster Coordination Group (ISCCG) of the WoS and ensure communication and information with the WoS Strategic Steering Group (SSG).
  2. Working closely with the Education WoS Focal Point at Save the Children and education cluster/sector coordinators to ensure coherence and consistency of the planning, monitoring and implementation of the humanitarian education response in Syria across the different entities under the WoS approach.
  3. Co-lead the Syria Education Dialogue Forum (EDF) with the Syria Development Partners Group (DPG) to ensure a unified and cooperative approach towards programming for education in Syria (aligned with agreed annual and multi annual plans – i.e. MYRP) and resolve strategic and technical education issues.
  4. Coordinate the UNICEF education contribution to the HRP and report.
  5. Support WoS strategy development and specific task forces of the SSG
  6. Develop proposals, support and manage (where relevant) implementation of the UNICEF portfolio for cross-border programing. Engage in Syria-wide Joint Operational Planning of programming, advocacy and response, linked to the HNO.
  7. Supervise the Amman-based IMO officer and national education specialist (WoS).

2)Provide guidance and technical support to program development and planning in crisis affected countries (40%):

  1. Provide technical assistance and operational support to the preparation/design and conduct/update of situation analysis to ensure that current comprehensive and evidence-based data on impact of crisis/emergency on the provision of quality learning opportunities are adequately reflected and available to guide UNICEF’s strategic policy advocacy, intervention and development efforts and to set program priorities, strategies, design and implementation plans.
  2. Provide technical advice to country offices on policies, strategies, best practices and approaches on education in emergencies and other related issues to support program development planning, implementation and delivery of results.
  3. Participate in strategic program discussion on the planning of programs/projects related to EiE, ensuring a holistic and sustainable approach that addressed key barriers to better results – with a focus on innovation;
  4. Contribute to the formulation and design of country level or regional programs/projects proposals for the sector, ensuring alignment with the overall UNICEF’s Strategic Plans and Country Programs and coherence/integration with UN frameworks, regional strategies and national priorities, plans and competencies and aimed at advancing results for children affected by crisis.
  5. Participate in discussions on education emergency preparedness, programming and contingency planning to ensure proactive and appropriate response are in place to meet onset of emergencies nationally or other designated locations.
  6. Provide authoritative technical and operational support throughout all stages of programming processes at different level to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and achievement of results as planned and allocated.

3)Advocacy, networking and partnership building (10%):

  1. Build and strengthen strategic partnerships both at country and regional level through networking and advocacy with UN system agency partners, donors, internationally recognized institutions, NGOs and INGOs, funding organization, research institutes and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on education in emergencies.
  2. Prepare communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances for sustainable results and support fund raising for UNICEF and Country Office education in emergencies programmes.
  3. Participate and/or represent UNICEF in inter-agency discussions and planning on education and EiE related issues to ensure organizational position, interests and priorities are fully considered and integrated in the process in development planning and agenda setting
  4. Coordinate with HQ, INEE and the Global Education Cluster (GEC) to ensure timely support and alignment of messages and approaches throughout all stages of programming/project processes.

Impact of Results:

15 million children are out of school and many of those in school, do not acquire the relevant skills that prepares them for their future as a responsible adult, capable of earning a decent living. Many millions require critical live saving education in emergency assistance in Syria and other countries in protracted crisis;

The incumbent is expected to contribute to the outcomes of the MENARO ROMP focusing on excellence of program delivery for children across the region, particularly those affected by crisis.

To qualify as an advocate for every child you will have…

Education: An Advanced University Degree in education, economics, psychology, sociology or other social science field is required.

Experience:

  1. Minimum of 8 years of progressively responsible relevant work experience in programme planning, management, monitoring and/or research in education at the international level;
  2. Minimum of 5 years experience working on education in countries in conflict is required.
  3. Experience working in the UN system agency or UN organization is an asset.

Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic) is an asset
