Chemonics seeks a deputy chief of party for an anticipated USAID-funded Health Systems Strengthening, Governance, and Financing Activity project based in Mali. The aim of the project is to strengthen the capacity of Malians to improve and manage their health system and their health (at family, household, community, regional and national levels) in order to create for themselves a healthier and more resilient population and who has a prosperous future. The team will provide leadership, strategic planning, technical advice and support for the planning and implementation of project interventions, as directed by the chief of party. This position will be based in Bamako. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Work with the chief of party to provide management, leadership, oversight, and technical direction to strengthen health institutions, increase availability and improve management of key health systems resources, and strengthen community systems for quality health services in Mali
  • Support the chief of party and technical team in day-to-day project implementation, management, client engagement, and coordination between partners, government counterparts, and other implementation partners
  • Support the chief of party to develop and implement key management systems that will support project planning, reporting, and performance management
  • Assist the chief of party in the implementation of project activities according to contractual standards
  • Provide technical assistance to the project’s technical teams for the planning, budgeting, management and execution of activities by level
  • Coordinate with senior technical staff for the development of technical guidelines, development of tools, documentation of the processes, and communication of the results
  • Coordinate among USAID and key stakeholders and other implementing partners and interact with various Malian government institutions and representatives, particularly at the national and local levels
  • Provide expertise in knowledge management and strengthen the institutionalization of the program’s approach with partners


  • A graduate degree in a relevant field
  • Minimum of eight years of experience health programs; experience working with the private and public sector preferred
  • Minimum of eight years of experience leading development projects overseas; experience working with U.S. government preferred
  • Knowledge of current health systems strengthening and human resources for health models and service delivery approaches
  • A demonstrated commitment to addressing challenges of health in developing countries
  • A demonstrated ability to work productively with a variety of partners and stakeholders
  • Significant contract and grants management experience
  • Experience in general business administration, finance and accounting a plus
  • Experience working in rural and peri-urban areas
  • Strong computer skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in French required
