Supplies are essential to fulfil children's rights. Supporting child survival and development programmes around the world, UNICEF-procured supplies are critical in providing for children's health, education and protecting them from abuse, exploitation, and neglect.

UNICEF procures and supplies over 5,000 products to address the needs of children.

In 2017, UNICEF procured $3.46 billion worth of supplies and services from all over the world, ensuring highqualityand good value through fair and openopen procurement.

As well as supporting UNICEF's ongoing programmatic activities, the Supply function provides rapid supply response toemergencies.

UNICEF also procures and supplies essential commodities on behalf of governments and other partners in their efforts. Theseprocurement servicescan also include in-country logistics, capacity building, and project management.

Ensuring the global availability of essential supplies through influencing markets for lifesaving commodities such as vaccines, essential medicines and health products, and implementing a range of supply chain models to ensure these supplies are delivered to children, are two overarching focuses.

How can you make a difference?

Vaccines and micronutrient supplementation save millions of lives each year. Almost every child can be reached with vaccines and supplements, even under the most difficult circumstances. Under the guidance of the Contracts Manager, the incumbent supports procurement and reporting on vaccines. The Contracts Specialist also conducts analysis and reports, cash flow forecasts and procurement plans for routine vaccines as part of the Expanded Programme for Immunization (EPI) in countries procuring through UNICEF. In addition, the incumbent conducts and contributes to analysis and worldwide market research and long-range forecasting, in order to achieve the most appropriate supply solution.

Further, under the general guidance of the Contracts Manager, the incumbent is responsible for the planning, development and execution of procurement of a selected portfolio of vaccines; including proposing method of purchase-in support or ensuring an uninterrupted, sustainable supply of affordable, quality products.

You will be accountable for:

  • Ensuring all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, Supply Manual, and all other applicable procurement procedures.
  • Ensuring timely delivery of vaccines as per countries' forecast, to ensure availability for an uninterrupted immunization program.
  • Coordinating and preparing quarterly and annual donor reports for vaccine procurement, including procurement quantities and expenditures.
  • Conducting contracts management to ensure supplier compliance to LTAs and purchase order terms and conditions.
  • Conducting quantitative and qualitative analysis of demand forecasts, procurement and delivery aspects, including monitoring of KPI.
  • Drafting procurement strategies, issuing international tender invitations to acceptable suppliers, evaluating quotations, clarifying offers, and negotiating with suppliers as appropriate.
  • Making award recommendations for finalization of tenders, adjudicating offers in consultation with WHO, and internally, technical and QA centres. Preparing and defending submissions to UNICEF Contract Review Committee (CRC).
  • Working closely with programmes on issues of long term forecasting of quantities and planning of funding, including through review of annual progress reports.
  • Ensuring adequate and coordinated planning of procurement and demand of selected vaccines. Reviewing material specifications and requirements with the WHO pre-qualification team in Geneva, to ensure completeness and appropriateness.
  • In partnership with WHO and internally Technical and QA centres, evaluating suppliers with respect to delivery performance, product acceptability, and commercial acceptability.
  • Establishing work plans and priorities, monitoring achievements and evaluating performance of support staff.

    Education

  • Advanced University degree in Business Administration, Economics, Supply Chain, Public Health, Social Sciences, International Relations or other related discipline.
  • Work Experience

  • A minimum five years of progressively responsible professional experience including at least three (3) at the international level.
  • Experience in procurement or other commercial activities of Health related products, including business analysis, KPI monitoring, with the public or private sector in developing and industrialized countries.
  • Experience with data analysis computer applications, especially SAP.
  • Experience from the vaccine/biological industry would be an asset.
  • Languages

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset, preferably French.
