BACKGROUND

In alignment with the United Nations Partnership Development Framework, current UNICEF Egypt Country Office Program takes an integrated approach to ensure equitable access to services through supporting the Egyptian government with system strengthening and advocacy efforts in alignment with Egypt’s Sustainable Development Strategy 2030. This new integrated approach demands increased efforts in the MIS and M&E arena for program staff and partners.

In 2018, UNICEF has signed agreements with the Ministry of Social Solidarity (MoSS), National council for childhood and motherhood (NCCM) and prosecution office entailing workplans to strengthen the institutional infrastructure for child protection services. Among other areas, the work plan involves developing an monitoring framework for different activities and develop MIS to track cases of children at risk in different entities. The MIS will enable governmental counterpart to monitor the progress in different child protection goals.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

Key tasks:

  • Refine targets and results planning of the EU program M&E system plan and other programs results plans, research design, data dictionary, and monitoring and assessment tools. Under the guidance of UNICEF M&E Specialist and CP Section Chief and Staff to continuously review the design of the M&E System for rigorous and effective analysis and reporting.
  • Provide M&E and MIS capacity building support for UNICEF CP programme staff and implementing partners for a standardized and consistent implementation of Monitoring tools and indicator tracking. Lead the process of supporting the IMSÂÂ function for the NCCM and MOSS.
  • Support CP section staff manage field results and undertake quality spot check monitoring mechanisms and carry out periodic field monitoring visits for validation and quality assurance. The M&E contractor will also support section focal points and field coordinators in data analysis and maintenance of the CP M&E system plans in collaboration with the different sections.
  • Coordination with the CP Section Chief and Staff and UNICEF M&E Specialist in fulfilling reporting requirements–preparation of timely and analytical Progress Reports and representing the Education section as their M&E focal in M&E task and program meetings.
  • Assisting the CP Section in completing all EU required assessments and qualitative/quantitative research.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

Provide details of the expected qualifications and/or specialized skills or knowledge not readily available in UNICEF that the consultants/contractors should have. If there are experts involved, please specify number of experts. If contracting an individual previous UNICEF experience should be requested. Finally, any language requirements should be stipulated.

  • Advanced degree social sciences.
  • Substantive knowledge in child protection; systems and policy with particular relevance to the
  • Egyptian child protection system.
  • Substantial knowledge on M&E regards to child protection and juvenile justice.
  • Extensive experience (15+) in working with community and government counterparts on child
  • protection issues.
  • Extensive experience (15+) in facilitating participatory processes and consensus building; policy dialogues, partnership networking and training workshops with government stakeholders.
  • Ability to travel to different governorates on a monthly basis.

CONDITIONS OF WORK

The consultant will be working remotely on a full-time basis as per designated working days.
