The Associate Technical Advisor (ATA) contributes to the quality and effectiveness of PCI’s programs by working closely with the Food Nutrition and Livelihoods Security (FNLS) Senior Director and FNLS team to provide technical assistance, support, tool development, etc. to PCI’s ongoing FNLS initiatives and field programs in the areas of food security and commodity logistical support. The ATA will support FNLS by serving as a technical contributor to on-going programs and new business development opportunities. S/he will provide support to new program design efforts and to on-going project implementation teams in the area of small-holder food production by employing gender equitable climate smart and conservation agricultural principals. The ATA will also dedicate approximately one third of his/her time to support the Global Commodities and GPath manager with logistical support related to food and other donated commodities.

Key Duties & Responsibilities:

Food Nutrition & Livelihood Security Technical Support:

  • Provides support for development and implementation of FNLS strategic directions related to food security and resilience;
  • Supports field programs and their technical experts to apply development approaches in the areas of gender equitable climate smart, nutrition sensitive and conservation agriculture;
  • Supports field programs to monitor progress in annual work plans and results related to food security and assists them to prepare materials and tools to build their technical capacity;
  • Identify strategic opportunities to share PCI achievements, lessons, models and results in key conferences, publications and other venues.

Commodity Logistical Support:

  • Food Security Commodity Logistics
  • Request Call Forwards from donors
  • Track and communicate timing and arrival confirmations
  • Support Survey Report creation & submissions
  • Maintain all relevant records for project compliance
  • Serve as focal point for relevant routine communications with donors
  • Gifts In-Kind/Vitamins
  • Supports the Health Unit (and other technical teams as relevant) and specific countries to develop orders & secure approvals
  • Manages communications with vitamin and/or other GIK donors
  • Works with freight forwarder and donor to facilitate shipments, monitor progress with freight forwarder and support trouble shooting as needed
  • Creates required letters of authorization and transfer between PCI and commodities donor/s,
  • Processes payment invoices for freight forwarder

New Business & Program Development Support:

  • Contributes to program development including: program positioning, planning and project design and proposal development of FNLS programs;
  • Provides desktop & field research necessary for new opportunities & proposal development;
  • Participates on Proposal Preparation Teams, contributing to development of narratives for project components/activities, monitoring and evaluation plans, and components of implementation plans;

Position Parameters/Special Responsibilities Required:

  • Must be able to travel internationally (10-25%)
  • Participate in PCI’s innovation efforts and in teams on innovation initiatives

Required Qualifications:

  • Master’s degree in Agriculture or Nutrition with relevance to food security and 2-4 years of relevant professional experience with a focus on food security & resilience


Bachelor’s degree in Agriculture or Nutrition with relevance to food security and 4-6 years of relevant professional experience with a focus on food security & resilience

  • 1-2 years of relevant overseas experience working in small-holder agricultural production for food security & resilience
  • Experience and capacity building in sustainability and Local Capacity Strengthening
  • Experience or familiarity with US government grant proposal preparation and regulations preferred
  • A willingness to develop commodity logistics skills and very strong organizational skills in scheduling and record keeping
  • Experience in program development and grant writing experience
  • Excellent communications and interpersonal skills, both written and verbal, including ability to effectively communicate across cultures
  • Ability to work independently and as part of a team
  • Fluency in English, spoken and written
  • Computer literacy; familiarity with all MS applications, spreadsheet and data base software required
