AECOM has implemented the South Sudan Transition and Conflict Mitigation (SSTCM) program for USAID/South Sudanâ€™s Office of Transition and Conflict Management (OTCM) program since 2009. OTCM funds activities to enhance peace and stability in South Sudan and supporting the transition to early recovery and linking it to longer-term development and institution-building.
In support of this goal, SSTCM promotes the emergence of responsive, effective and inclusive civil authorities; supports civic engagement in peace processes and dialogue with civil authorities; and builds the capacity of local government and communities to engage in early recovery and productive socio-economic activities. USAID prioritizes OTCMâ€™s focus on the most immediate threats to the process of state formation in South Sudan. Improving the capacity to mitigate and manage conflict at the local level entails building local government infrastructure; enabling isolated and insecure communities to have access to information and markets; and discussing and analyzing conflict drivers and dynamics. Additional programming could address the roles of young women and men in constructive transition, livelihoods, vocational training and sport.
In order for OTCM to play its pivotal role in USAIDâ€™s realization of transition period programming, it requires qualified human resources. As such, OTCM has request AECOM to engage a Field Program Manager through SSTCM to work under the supervision of the OTCM Director, and in close coordination with SSTCM to ensure that SSTCM remains effective in the fluid South Sudanese environment.
â€¢ Support the effective implementation of the USAID/OTCM South Sudan program;
â€¢ Ensure that activities align with the Activity Approval Document, the Task Order Scope of Work, and any other OTCM-approved program guidance;
â€¢ Support coordination and integration of SSTCM and other OTCM programs as detailed with complementary USAID and donor programs;
â€¢ Inform OTCM senior management on program performance in the field, and advise on programmatic and operational improvements;
â€¢ Coordinate and advise on OTCM implementing operational platform and activities in line with OTCM objectives;
â€¢ Act as primary OTCM field liaison with AISS and other OTCM-sponsored implementing partners. Verify that team goals and objectives are being met and understood by all, even during rapid periods of change;
â€¢ Work with USAID and counterparts to shape and develop SSTCM field activities in support of USAID and OTCM objectives;
â€¢ Assist the OTCM team in the regular monitoring and evaluation of SSTCM activities;
â€¢ Support OTCM senior management in meeting USAID administrative requirements (budget preparation and tracking, financial management, agreement management) in relation to SSTCM;
â€¢ Maintain detailed records and files of program information as directed by OTCM for OTCM use;
â€¢ Prepare programmatic and analytical political reports incorporating information from OTCM activities;
â€¢ Assist OTCM senior management in supervising periodic baseline surveys and surv ey teams. Support OTCM presentation of survey results to USG and other stakeholders;â€¢ Provide information on all phases of the SSTCM program and individual activities to USAID Mission personnel, U.S. Embassy staff, host country government officials, implementing partners, international organizations, national and international NGOs, international donors, and others seeking such information to ensure visibility and synergy of USAID/SSTCM activities;
â€¢ Present SSTCM lessons learned to audiences such as USG and host country government officials, other donor officials, and others as required;
â€¢ Perform other duties as determined by the OTCM Director or her designee.
â€¢ 3 – 5 years of professional experience with a USG foreign affairs agency, large international assistance organization, or non-governmental organization, in community development, economic development, mediation/arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities, including international field experience in humanitarian assistance, transition programs, or democracy-building.
â€¢ Progressively responsible management experience and a demonstrated ability to implement projects.
â€¢ Strong working knowledge of USAID rules and regulations.
â€¢ Experience managing USAID grants, including grants under contract, in-kind grants preferred.
â€¢ Written and spoken fluency in English.
â€¢ Highly flexible and willing to work under conditions of ongoing change.
â€¢ Flexibility in travelling to remote field locations.
â€¢ Experience working or living long-term in the region
â€¢ Master’s degree (with significant study in or pertinent to the specialized field, including, but not limited to, international development and social sciences)
